Especially since it’s during the skirmish phase, I think it would be okay to make it cost , and perhaps include followers as well.

Perhaps exert him three times? Not sure if it’s necessary or not.

Twice? You like exerting eagles twice dont you? Id make it once or remove the discard a card, seems a bit much for a net -1 overall.
