Cool. Maybe put the "if the fellowship is at a mountain or underground site" part BEFORE the "choose one", though.

Good, but in light of their other weapons, maybe it should cost .

Nice! That could give quite a nasty bonus. I’m assuming you only intend for this to apply to multiple goblins in the same skirmish, right? Cool stuff.

make him 7 strength and only cost 2.

My time is becoming limited (and I’m also trying to spend a lot less time on DCs and more time on important stuff ), so my DCs here will not updated too often. Here are a couple right now though:
•Gimli’s Helm, Cap of Iron and Leather
Possession • Helm
Bearer must be a Dwarf.
Bearer takes no more than 1 wound during each skirmish.
Skirmish: If bearer is Gimli, remove 3 tokens to cancel a skirmish involving him.
Thin Piercing Chill
Event • Maneuver
Exert a twilight Nazgul twice and spot an exhausted companion to prevent that companion from being assigned to skirmishes until the regroup phase. |

I like how the first part of the text is just a LITTLE weaker than the original, and the skirmish ability is just a little more powerful (in my opinion). Good job.

Not quite sure why you’d want to do this...am I missing something obvious? Is it just a way to prevent, say, an exhausted Aragorn from being assigned and leaving weaker companions to fend for themselves? |

it works seeing as the ring-bearer gimli couldn’t use it
