Broken!!!
His ability has no cost, so you can boost any companion with the Frodo signet up to infinity strength.
Plus his subtitle is weird. Is he a decoy of a brace of coneys or something?

Better now... but I don’t like the fact that he can replace Frodo in a skirmish. Seems just too good. How about:
•Pippin, Brave Decoy

I want him to be able to Replace any companion in a skirmish, but I do like your idea how about this?
