Yeah, nobody runs a 90 card deck (which you will once the followers are played).
Anyway, I would simply use the horn to grab Pallando, Gwaihir, Radagast, Alatar, and Meneldor to use Meneldor as a  strength +4 pump.
And then with Gandalf, things can get nasty. |

PT: I found this combo while searching for cards that worked with followers. I was going to write an article about a deck with the Horns and a small amount of followers, but then I found New Chapter and I just HAD to make this deck design.
