Neat! I would lower the initial cost (probably just to ) and add a limit on how much is added.

Cool... but I’d invisioned an Saruman that had something to do with wargs... something to keep in mind for your future cards, perhaps? But this one... I wouldn’t pay for a not assignable minion that could basically add . I see the uses (for spotting and toil), but I don’t think it’d be worth it. Maybe drop the regroup ability for something else... hey, maybe make each mounted minion strength +2?

No way! Let’s recap this guy: -cost minion that makes each mounted minion strength +2? As if they needed to be any harder than they already are! I would make both abilities apply simply to ’Orcs’ (or ’ and Orcs’) then include a disadvantage for using him, like my favourite (as seen in my thread ’culture crosses’, which is on the second page of this forum now) ’mounted orcs cannot be exerted’, then this card is less broken! Though in all fairness, it’s not your fault that decipher have made a total mess of the culture.

Put the ’unable to...’ in brackets, it makes the card clearer. Nice, I like it.

I have no idea how good the culture is at reinforcing tokens, but this card looks dangerous to me. Maybe 3 tokens?
