Just kiddin’.  I made a couple changes...thanks!
I just realized I missed a card for the Watcher!  So before we go on with goblins, let’s go back and get that real quick. It works with a couple of the goblins anyway, so it isn’t TOO out of place. Enjoy!

This event’s twilight cost is -1 for each minion you can spot.
Exert a minion twice to assign that minion to an unbound companion.

I feel that the Balrog and Cave Troll make the best use of this card, however.

Indeed. I can see Ol ’Balgy getting a big boost from this. Probably the Cave Troll after that, and THEN the Watcher (maybe) after that, as Thran said. Heck, even a couple of the goblins could if you really wanted to...especially once I reveal a certain possession a little later. That’s what makes it fun...the different potential decks that could make use of this card! 
Anyway, back to the goblins. Just one more for now, but he’s a nasty little bugger. Enjoy!

As he’s a lurker, why don’t you make the first ability skirmish? Nice card.

I’m getting a little burnt out with minions, so here’re some other cards, including a reprint that I simply couldn’t imagine being without. Enjoy!
They Are Coming (reprint)
Condition • Support Area
Shadow: Discard 3 cards from hand to play a Orc from your discard pile.
“‘They seem to have made a last stand by both doors, but there were not many left by that time. So ended the attempt to retake Moria!’”
Their End Was Cruel
Event • Maneuver
Spot a minion to add  for each wounded companion you can spot (or if that companion is exhausted).
“‘We cannot get out. A Shadow moves in the dark. We cannot get out. They are coming.’”
We Cannot Get Out
Condition • Support Area
Skirmishes involving minions at a mountain or underground site cannot be cancelled by the Free Peoples player.
Regroup: Exert or discard X minions to add (X). Discard this condition.
