Stagglers is a great card to include in an Evil Men deck that focuses on skirmishing.
Here’s a cheap Evil Men deck with no rares:
Rampaging Easterling x3
Legion of Harad x3
Column of Easterlings x3
The Mouth of Sauron, Messenger of Mordor x4
Merciless Dunlending x3
Frenzied Dunlending x3
Worn Battleaxe x3
Pavise x3
Stragglers x4
Caravan From the South x2
Last Days x1
Countless Companies x1 |

I counted up my Gondor / Nazgul deck, and the total cost was $152.5. That’s only including rares and foils.   |

I made a  deck because it was easy to get the cards,  is also good for cheapness. This is my only deck, so, as you can see I am on a low budget. |

I should check mine sometime. My enduring Nazgul/hobbit has 36 rares and si probably worth a bunch. |
