Bearer must be Saruman. Saruman is mounted.
While Saruman is on the Throne, he cannot be assigned to a skirmish.
Shadow: Exert Saruman to add a token to a Shadow card or to remove a token from a Free Peoples card.
Maneuver: Discard this card to make a companion Resistance -2 until the Regroup phase.

YOu need to add Shadow And regroup to your special
it should Add a damage bonus |
