What if there were 5 more cards in each set, and those 5 cards reshaped the entire set into something amazing? There are lots of aspects of sets that never really took off, due to underdone themes or mechanics.
Here’s my attempt to correct those mistakes. All cards are written in line with the set, and I’ll keep updating this list until it’s done.
Fellowship of the Ring
Gift of Strength
Condition
Strength +2
Bearer must be a Dwarf. Limit 1 per companion.
Each time a companion loses a skirimsh, exert bearer or discard this condition.
(In FotR, Dwarves lacked decent fighters.)
You Have My Sword
Condition
To play, spot Aragorn. Bearer must be a companion with the Aragorn signet. Limit 1 per companion.
Bearer is strength +1 for each wound on Aragorn.
(Signets needed support from set one.)
Driven to Rage
Event
Response: If an Uruk-hai is killed in a skirmish, make an Uruk-hai damage +1 until the end of its skirmish.
(Savagery to Match Their Numbers aside, Uruks felt to me that they could have used just a little something to make use of the tons of little guys they had.)
•Along the Shore
Condition
Search. To play, exert a tracker. Plays to your support area.
Each time you play a Orc, you may exert that Orc and remove to make that Orc an archer until the regroup phase.
( archery wasn’t bad in FotR, but I think it could have used something like this.)
•Herblore of the Shire
Condition
Tale. To play, spot a Hobbit. Plays to your support area.
Each time a pipeweed is discarded, you may add to stack it here instead.
Regroup: Discard a card from hand and spot a Hobbit bearing a pipe to play a pipeweed stacked here as if played from hand.
(Pipeweed was difficult to keep going due to losing your weed.)
Mines of Moria
Saruman’s Deceit
Event
Response: If the Free Peoples player is about to reveal any card in your hand, spot an card to prevent that and reveal his or her hand instead. Discard a revealed Free Peoples card.
(Limited use, but Sting was big and a couple cards from MoM dealt with hands.)
Goblin Sharpshooter
Minion • Orc
Strength-8
Vitality-3
Roaming-4
Archer.
While you can spot 2 archers, this minion is twilight cost -2.
(Gotta love archers...)
A Single Purpose
Event
Skirmish: Spot X tentacles to make a tentacle strength +X (limit +3). If you can spot Watcher in the Water, that tentacle is damage +1.
(Just a strength pump for tentacles.)
Wretched Waters
Event
Shadow: Make the fellowship’s current site a marsh until the end of the turn.
(This helps get the tentacle deck moving.)
I See You
Event
Skirmish: Discard a minion from hand to make the Ring-bearer put on The One Ring until the end of the regroup phase. The Free Peoples player may exert 2 companions to prevent this.
(It’s got a pretty easy prevent text, which most cards had back then. This card was meant to combo with Southern Spies, a card that probably never saw play. And then it also helps the exert-to-wound Orcs from back then.)
Realms of the Elf-lords
•Golden Belt of Lorien
Artifact • Belt
To play, spot an Elf ally. Bearer must be a Man.
While bearing a possession, bearer is strength +1.
Maneuver: If bearer is Boromir, discard this artifact to make him defender +1 until the regroup phase.
(There were lots of artifacts going around by now, and I felt this should have been one of them. Plus Boromir needed more support.)
Together We Stand
Condition
To play, spot an Elf and a Man. Plays to your support area.
Regroup: Exert an Elf ally to heal a companion. Any Shadow player may remove to prevent this.
(There were lots of allies in RotEL, most of them useless.)
A Nudge Out the Door
Condition
Bearer must be Gandalf.
Skirmish: Exert Gandalf to make Bilbo or Frodo strength +1.
(After RotEL, a Gandalf and Frodo deck first became semi-playable. This helps with that.)
Down From the Mountains
Event
Shadow: Spot a minion to reveal a card at random from the Free Peoples player’s hand. Play a minion with twilight cost X or less from your discard pile, where X is the twilight cost of the card revealed.
(The ’spot X to do X’ theme was rampant in RotEL.)
Lingering Light
Event
Shadow: Exert X twilight minions to add [X].
(Basic helper card for twilight wraiths.)
The Two Towers
Staunch
Event
Assignment: Exert Gimli X times to make him defender +X. Until the regroup phase, he is strength +3 for each minion he is assigned to skirmish.
(One thing wrong with the Dwarven culture in TTT was the fact that Gimli was all alone. This makes him more useful.)
Old Entish
Event
Fellowship or Regroup: Exert an unhasty Ent to heal an unbound Hobbit twice.
(Merry and Pippin were exerting to let Treebeard and later Ents to fight. This cleans them up.)
•Brodda, Dark Usurper
Minion • Man
Strength-11
Vitality-3
Roaming-3
Each other Man is strength +2.
Response: If you play an Man, exert Brodda to transfer an condition borne by a companion to another eligible bearer.
(Isengard Men will be getting help here and in my EoF additions. They need it bad.)
Ill Guest
Condition
To play, exert an Man. Bearer must be an unbound companion.
Bearer may only be exerted by Shadow cards.
Retaliation
Event
Skirmish: Make a companion with X wounds skirmishing a minion strength -X.
(Southrons had trouble getting things done in TTT. This helps their frequent wounding pay off a bit).
Battle of Helm’s Deep
No End
Condition
To play, spot a minion. Plays to your support area.
Each time you play a minion during the skirmish phase, that minion’s twilight cost is -1.
Shadow: Spot a minion and make the Free Peoples player discard a card from hand to play a minion. Discard this condition.
(This card makes it easier in the long run to bring your Dunlendings out during skirmishes (a mechanic that nearly took off). The second ability works in conjunction with the minions from BoHD that let the FP player discard cards to discard the minion when its played. This card makes it harder to do that.)
Holding Fast
Event
Skirmish: Spot a knight skirmishing a minion bearing a fortifaction to heal that knight twice.
(This is a powerful card, but the knights of BoHD could only transfer forts during a skirmish, and that left them wrecked.)
Such Reckless Hate
Event
Regroup: Discard your Uruk-hai to place 2 tokens on a machine.
(Helps Devilry of Orthanc and other machines trigger.)
Steady March
Condition
To play, spot a minion. Plays to your support area.
While you can spot 3 minions, each minion gains ambush .
(Powerful, yes. But Southrons need that twilight for their expensive events, as do Easterlings.)
Rider’s Dagger
Possession • Hand Weapon
Strength +1
Bearer must be a Man. This weapon may be borne in addition to 1 other hand weapon.
When you play this possession during a skirmish, you may exert a minion assigned to skirmish bearer.
(Boosts the Rohan Circus.)
Ents of Fangorn
Forestall
Event
Response: If an Elf wins a skirmish, discard an card from hand to place an card from your discard pile on top of your draw deck.
(Just a little bit of assistance for Elven Telepathy).
Betrayal
Event
Maneuver: Exert an Man X times and remove [X] to exert an unbound companion X times.
Whispers in the Dark
Condition
To play, exert an Man. Plays to your support area.
Each unbound companion skirmishing an Man is strength -2 for each wound on that companion.
Discard this condition during the regroup phase.
Gloom of the Lifeless
Minion • Wraith
Strength-7
Vitality-2
Roaming-4
Twilight.
No player may play skirmish events or use special abilities during skirmishes involving twilight minions.
(Yeah. This subculture needs work.)
Added to the Lists
Event
Tale.
Response: If your unbound Hobbit is discarded, take him or her into your hand to remove .
(I don’t care if this card is powerful... discarding Hobbits was a dumb idea and it needed something like this to give it a chance.)
Return of the King
I’d just like to point out that these are getting really hard to do. By now Decipher had a pretty good design team and not a lot of stuff got left out.
The End of It
Event • Maneuver
Add a threat to heal a Dwarf.
(Now that card is simply there to enhance Gimli’s Battle Axe, Trusted Weapon.)
Force of Easterlings
Minion • Man
Strength-10
Vitality-3
Roaming-4
Easterling. Damage +1. To play, spot an Easterling.
Skirmish: Exert this minion to make an Easterling who is damage +X strength +X.
(Easterlings in RotK were good at getting a damage bonus, but seemed too weak to win a skirmish. This isn’t much, but it would have helped.)
Brazen-throated Trumpets
Event • Response
If the Free Peoples player chooses to move again, exert a minion to make the Free Peoples player discard 2 cards from hand.
(I wanted a card to go with Rout and other initiative-based cards.)
To be frank, Rohan sucked in this set (and it continued to suck until Eowyn in Mount Doom). There just isn’t a lot I can do in a few cards to help them.
Won the Field
Event • Response
If a mounted Man wins a skirmish, heal him or her (or heal him or her twice if at a plains site).
(Rohan in RotK was all over the place, with lots of little mini-ideas that never really worked. This incorporates them into just winning and then the plains theme.)
Unrivaled Charge
Condition
Bearer must be a companion.
Skirmish: If bearer is mounted, add a threat to play a possession on him or her from your discard pile. Any Shadow player may remove to prevent this.
(Yeah. A pretty nice recursion card.)
Siege of Gondor
Gandalf Is Come!
Condition
To play, spot Gandalf. Bearer must be an unbound companion.
Bearer gains the Gandalf signet.
(This card would make Let Us Not Tarry so much better. Not to mention Trust Me As You Once Did.)
Fight For Us
Condition • Support Area
To play, exert a Man (or spot Aragorn).
Regroup: Spot 3 exhausted Wraiths and discard X Free Peoples cards from hand to remove X threats. Discard this condition.
(Threat control for Wraiths who, I think, need it.)
Now for this next one, I wanted to make Gothmog, Morgul Commander worth his cost. It’s a little specific, but oh well.
•A Worthy Captain
Condition • Support Area
Shadow: Spot a minion and discard this condition to play a unique Orc from your discard pile; that Orc is twilight cost -2 and fierce until the regroup phase.
King’s Man
Condition
Bearer must be an unbound companion.
Bearer gains the Theoden signet, and while you can spot Theoden, bearer is strength +1.
(More signet stuff, because I guess Decipher tried bringing them back a bit in SoG.)
Gosh, SoG was such a good set I’m running low on things to boost...
You Shall Not Touch Him
Event • Assignment
Exert Sam to prevent a minion from being assigned to a skirmish until the regroup phase. The first Shadow player may make you wound a minion twice to prevent this.
(Not really here to improve anything more than Sam-Frodo relations. I always thought something like this should have been made, and SoG felt like the right place to put it.)

A bit expensive, methinks. Lurtz’s Battle Cry costs only and doesn’t require waiting for an Uruk-hai to die off.

I like the old-school wording with the "plays to your support area".
Has the potential to get a little out of hand, but they needed it back then. And it’s certainly no worse than Gothmog, Morgul Commander.

Excellent way to keep those pipes smoking. I love pipeweed cards. Such a nifty idea that they just let die.

They were brutal in the archery phase back then, yeah. This one’s nice, but keeping in mind the high cost of archers, and especially Moria Archer Troop, he should probably cost a little more, especially since he comes with a built-in twilight reduction. I’d say , and just maybe as high as .

...which it did seem to need. Perhaps limit the site being changed, though. Like only playable at a (current) river, forest, or underground site.

Quite nice, quite nice. Perhaps a bit pricey, though, especially with the prevention text. I’d drop it to , though even wouldn’t be out of the question since you’re discarding a minion.

I want to say it needs some kind of cost, perhaps even just exerting a minion instead of spotting, but I can’t really give a compelling argument as to why. So I’ll just throw it out there and let you think about it.

I think you need to add ’until the regroup phase’ for putting on the Ring. See Saruman’s Reach for an example.

You can drop the ’X’ part - any smart Freeps player will use the ability multiple times exerting only once so that the Shadow player can’t prevent a triple exertion.

Yeah. This is a nice, simple way to turn him into a short-term tank.

That could get out of hand. Should have some kind of cost, like exerting the Ent.

Agreed. Did you make that name up? I like the card, though perhaps there should be some low-cost trigger for the strength boost, like spotting a couple threats or burdens or something.

Huh. Didn’t know that much about from that time, I guess. Looks good to me. I really like the Shadow ability. Ouch.

Yeah, and knights probably weren’t used all that much at the time anyway, so it all works out.

Another card title I can’t believe Decipher has never gone with.
No complaints about the card. I have a feeling that would be a staple of Uruk swarm decks.

I loved "may be borne in addition to 1 other hand weapon" weapons. However, with Rohan, I think this might be too much. They key off possessions so much that I’d be loathe to give them one more. This would work for another culture, though. Perhaps rangers?
