It's not allowed anymore in standard and only good against Sauron...
My choice would be seclusion for conditions and Nocked for Archery.
Attunement and Still Needed are also very handy |

Forearmed is good but risky...
You don't want your deck full of high twilight cards...and you can pull a 0 or a 1 twilighter.
Attunement and Still Needed are +2 at least...
But if you play a elvendeck with a lot of looking at the top of your draw deck it doesn't have to be risky at all. |

Yeah, I wouldn't recommend Forearmed on its own, but it's killer if you build a deck with it in mind. For example, combo your Elves with a deck that uses the Balrog, Sauron, or some other really expensive minion, and use Gandalf, Manager of Wizards to stack those cards so that Forearmed will draw a 12-18. |
