Now, as far as I understand, +X statements (like on Radagast, the Brown) are cumulative when the card is replayed, right? So here’s a situation I thought up...
The Fellowship moves into Anduin Banks. You play Ulaire Nelya, Third of the Nine Riders. You exert him to play another site, say Woody-End. You exert Nelya again to re-play Anduin Banks.
If I understand the rules correctly, the minion archery total is +2 for each companion over 4 from the first time. When you replay Anduin Banks, that makes the archery total +2 again, right?  |

| Maybe... but I think the site would only apply at the start of the archery phase, because that’s when the archery totals are added up. |

Radagast’s ability is only cumulative because the rules say that move limit modifiers last for the entire turn.
So, this situation does not work, because the archery total is not a move limit modifier.
