With ulaire enquea, sixth of the nine riders do you have to spot 2 other nazgul and six companions to exert each companion? Or can you just spot 6 companions to exert each companion?

You still have to spot the two other nazgul. The second part of the text only changes the effect, not the spotting requirement.

Probably some grammar thing that makes it so. If you want a better explaination, wait for M_H or Bib to post.

i’m fairly sure that you have to spot two other nazgul and six companions. because the spotting two other nazgul is what sets the whole thing off. then, if you can spot six companions, ecert each of them.

Yeah, it’s like a chain.

FIRST you spot 2 other Nazgul.

THEN you can exert two companions.

-> However, IF you can spot 6 companions, you can exert each one of them.

EL is correct. The spotting requirement is part of the cost. The effect (although it isn’t worded like a traditional effect such as COST to EFFECT) is being able to exert 2 companions (or each companion if you can spot 6 companions). SO if this were to use the traditional cost/effect language, it should say:

When you play Ulaire Enquea, you may spot 2 other nazgul to exert two unbound companions (or exert each companion if you can spot 6 companions).

This keeps the optional ability of the gameplay and all the costs and puts it in the traditional cost/effect (alternate effect) language.
