Okay, so when I heard the term "Shadow Follower", the following idea is the one that came into my head...and I think it would have worked very well with Treachery and Deceit. Oh well.
 
 
Anyway, a "Harasser" is like a follower, but it’s a shadow card-and it’s transferred to a companion! Instead of Aid-, it has Hinder-, which functions just like its Free Peoples counterpart. Harassers will provide penalties to the Free Peoples, representing things like Grima’s influence on Theoden.
 
 
 •Grima, Poisonous Serpent  
 
Harasser
 
Vitality: -1
 
Resistance: -1
 
Hinder-Discard a card from hand.
 
To play, spot Saruman. Bearer cannot be an exhausted companion.
 
Skirmish: If bearer is a valiant man, transfer Grima to your support area to add a threat.
 
 
 •Grima’s Guards  
 
Harasser
 
Hinder-Discard a card from hand.
 
At the start of the assignment phase, you may spot three threats and another harasser to prevent bearer from being assigned to a skirmish until the start of the regroup phase.
 
 
  Saruman’s Sway  
 
Condition • Support Area
 
Each time you transfer a   harasser to a companion, you may remove   to add a threat. |

| I like the whole idea, although ’hindrance’ sounds kind of bland. I dunno. Also, the Hinder cost should be higher, especially on Grima, who decks vitality. |

| yeah hindrance sounds cruddy, maybe threat, no or possible IDK just don’t use hindrance, could base idea though. |

GREAT idea! "Spy" or "Traitor" doesn’t cut it for me, because this would be including things like Gollum, Grishnakh, Southron assassins, maybe even Ferny. |

I think you can get rid of the second "remove" in the text, and also should be "each time" instead of "when". Otherwise I think it’s good.

Might want to specify   harassers and perhaps raise the cost to  .. Good otherwise.
