Goblin Scrabbler. Uruk Scout. Orc Scout. etc. Don’t they reduce their own roaming penalty?

No, they don’t affect their own roaming penalty when you play them.

All cards do what they say.

Yes, that’s right. A character’s game text doesn’t apply until you’ve actually played the card and paid its cost. Smile

if you have minions who say the site number is -1, after you played them it would affect them right? (thus though you would still have to pay the penalty they would no longer be vulnerable to other roaming things)

Correct. And actually, cards like Goblin Scrabbler do have a -1 roaming penalty. The only problem is...that only kicks into effect after they get played. So it really doesn’t benefit you.
