Let’s use a theoretical example for this.

Say I have a Wraith condition that plays on a companion. (Not all that uncommon, right?) This condition has the following text:

Each time the fellowship moves, exert bearer or add a burden.

My question is this: who would actually use (or activate, I guess) that text? Is it the owner of that condition, any Shadow player, or the Free Peoples player?

In that instance, the Shadow player would choose.

If a card allows you to choose one out of multiple choices, the owner of that card chooses which action to take unless it otherwise specifies (e.g. Desperate Defense of the Ring).

Okay. So the Shadow player could choose to add a burden every time and attempt to hasten corrupting the Ring-bearer...and the FP player couldn’t do anything about it?

I agree with AC, pointing out Rest While you Can (affecting the FP deck), and more specifically, Many Riddles (otherwise the Free People’s player gets to exert your tracker to assign it... Then how often would you exert to prevent it?)

And couldn’t do anything about it if they don’t have condition removal or a way to kill/discard the companion...
