Is Frodo strength +2 for each minion with strength 8 or less that he is skirmishing, or is the limit +2?

I had to put something here.

Frodo is only +2 regardless of how many minions with 8 or less strength he is skirmishing.

Well, unless he’s going to be overwhelmed otherwise. Then you want to do it.

(+2 for frodo means that they have to be +4 to overwhelm...)

Remember if he said "FOR EACh minion he is skirmishing with strength 8 or less, then his strength would go up.
But he uses the word "while" so he only gets +2.

If he is skirmishing 2 minions with strength less than 8, does he still get the bonus?

I think he does.

More than that, I think he gets the bonus if he’s skirmishing just ONE minion with 8 or less strength and another with 9 or more.
