If I use bilbo bearer of things burgled, can I add 3 when I move and then exert smeagol to remove 4 with safe passage? In that order? It’s my choice right?

actually it would not be your choice, but it would work. according to the rulebook, any action that says "when the fellowship moves", would take place before any action that says "when the fellowship moves to", so it would work.

Well, it is your choice if Smeagol/Gollum exerts to remove 4...

Otherwise, right - can’t do it in the other order
