Each time an Eagle wins a skirmish, add a Gandalf

token here.
Each time an Eagle loses a skirmish, remove a Gandalf

token from here.
Maneuver: Remove 3 Gandalf

tokens from here to heal an Eagle. Add a burden or discard this condition.

Seems a tad underpowered with all the threat adding. Perhaps drop that and up it to 4 tokens, or leave it as is but reduce it to 2 tokens.

I have the same title, and the same lore text (though on a different card). I like the adding/removing tokens, and really like the ability. All in all, great card! Thumbs Up
