Specifically, say you have discarded an unbound Hobbit onto Treebeard, Earthborn. Is he active and able to then be spotted for such cards as Make Haste, Chance Observation, etc. For Make Haste, for example, can this unbound Hobbit be spotted and then be returned to your hand? Say Pippin, Mr. Took is on Treebeard. Can you still spot his card text to play Gandalf or Aragorn for the discount? Thanks for any insights you might have.

The answers to your questions can be found in the comprehensive Rules 4.0 sections on spot and stack.

Short answer: No.

Detailed answer:

The rules for spot are basically:
Spot is equivalent to, "X (what you are spotting) needs to be in play and active for you to Y(whatever the effect is)"

Since you are asking about cards stacked on Treebeard, Earthborn, let’s look at the definition of stack:

"Stacking a card is not playing a card. Stacked cards are placed face up and may be looked at by any player at any time.
Stacked cards are not in play and are not active. You cannot spot them. They do not count for uniqueness. A stacked unique card may be in play elsewhere. Multiple copies of the same unique card may be stacked together."

Since this says that stacked cards cannot be spotted and are not active or in play, none of the cards that you mentioned will be able to do anything with the hobbits.
