Hey,
If a Player’s Committee is formed, one of the things they should consider is changing all (or maybe just "most") of the cards that say something like "site 5 [RotK]" to "any site 5". For example, changing Frodo, Wicked Masster! to work at any sites 6-8, Ruins of Osgiliath to make Ring-bound Men defender +1 at any site 7, and What Is This New Devilry to work at any site 5 or higher.
However, allies would still not have home sites.
There could possibly be some very strong cards that would benefit from this:
Hobbit Stealth (but with No Visitors working so easily, it’d probably be fine)
Through the Misty Mountains (ouch!)
Goblin Domain (exhaustion! )
Any more I’m missing? Those are just off the top of my head.
Does anyone else think that this would be a cool idea?

I think this is a great idea. It would promote use of some cards that don’t see any play in Standard/Expanded. I think an update of the X-List/Errata List should be a priority for them also. As well as an update to the current rules of the game to clarify cards like Final Triumph? |

Mmm...I think it would make some cards way too insanely powerful. They made cards reference sites from a specific block to cut down on inter-block combos. This would be just insane. Example: site 6 mass archery. Easy as pie with elven allies and this rule. Toss in a few allies and Rohirrim Bow, and that’s nasty stuff there. |

Yeah certain cards D wanted you to be able to use out of block they phrased correctly like anduril flame of the west. Things like goblin domain or frodo wicked master are too good outside of their respective movie block. Think it would open a can of worms but nice idea. |

well I guess you surely didn’t play LOTR when fellowship of the ring was released
This card was never used and probably never will be LoL no room for it in any decent moria deck and your main companions will already be in play by site 4 with VERY FEW exceptions. |

I forgot to mention that allies still wouldn’t have home sites. That way people couldn’t make crazy ally decks that give you a free pass at certain sites.
I really think that the idea would be good since it would make more cards playable, and hey maybe Moria would return to the tournaments with Through the Misty Mountains and Goblin Domain.
