Nope. When Shadows came out, Fellowship got rotated. When Hunters came out, Towers got rotated. Nothing’s come out that’s rotated Return of the King block sets, or, with them, Reflections.
Would Decipher have made another block of sets, it would have rotated RotK and Reflections. But, seeing as how they didn’t (Age’s End is only an add-on to the Hunters block) everything from those is still legal. |

Does Hunters Block include the Wraith Collection, and RoS, and T&D, also? |

Technically not. The following sets are not associated with any particular block as a block is defined as a base set and its two following expansions:
Reflections
Enhanced Middle Earth Deluxe Draft Packs
The Wraith Collection
Age’s End
These were all boutique products that add game play but are not technically part of any block. It is true that Reflections was slated to rotate out with King block, but mostly because the cards came out about the same time, not because they are a part of the block.
Also, Shadows Block’s official name was "War of the Ring Block" but most people call it by the base set name. |

So I also assume that the wetta promos such as ghan-buri-ghan and tom’s hat aren’t part of any set, also? |
