It moves the fellowship ahead two sites, giving them a significant advantage. The Free Peoples player can simply choose to not move again after the regroup phase, and they’re now far ahead of the other player.
It might even end the skirmish phase, I’m not sure. But if minions are played to one site, would they follow the fellowship? |

you basically exhaust them. the problem is so many possible rules quandaries...maybe it would be easier to phrase it. "discard all minions to do it. You cannot play minions till the end of the turn. the move limit is +1-2" |
