Woodland Emmisary stinks in heavy archery. He’s good at directed wounding. I’d start him and Rumil, Silvan Elf, but in heavy archery, he stinks bad. Son of Thranduil, Of the Grey Company or Of the Woodland Realm for heavy archery, never Woodland Emmisary. He’s is best in directed or archery choke (I love archery choke).
My fav deck for Legolas is the following type of deck.
Galadriel, Bearer of Wisdom
The Ring of Doom
Legolas, OtGC
Rumil, Silvan Elf
Elrond, Witness to History
Aragorn, Heir to the White City
Naith Longbow x 2
Elven Bow x 2
The Splendor of Their Banners
Nenya, Ring of Adamant
Aragorn’s Bow
No Stranger to Shadows
HEALING!
Okay, so here’s the strategy. 5 companions should restrict twilight. Now enjoy. Nenya to stack, Legolas to reveal and wound, 2 Naith Longbows on Legolas and Rumil to exert, 5 archery to drop anything, plus Splendor on a 5 vitality Galadriel and Gorn with a Bow, let something survive, and Elrond to stack Nenya, repeat.
That’s just the rough strategy. I’ll let you work with the deck. |

Woodland Emissary is from the best Legolas’s out there. He makes a great combination with Rumil Silvan Elf, he exerts minions so he is useful against minions who can not get wounds in archery, he has 7 resistance so works well with nocked and against minions which need low resistance and he disables Ferny’s great ability

Yeah, if you have Nenya to add an elven card on the top of your deck or if you don’t but god listens your prays and finally you reveal an elven card or if Ferny doesn’t wear a pavise or the minion you are wounding doesn’t have prevent wound etc...
Too many ifs for my taste.
Also for a starting fellowship you could have lego and rumil.
With GC you can have 0 to 3 wounds from the begining.
With WE you can have 1-2 from the begining and sometimes exerts are much more important especially if the minions can not take wounds for some reason.
GC can be as good as bad as well and that makes him dangerous for your freeps |

My vote goes to Of the Woodland Realm. I use him in the Three Hunters, and even splash him into my Elven Hunters deck. |
