Yes you can, and you already implied the reason!
Costs must be paid first; then effects take... well, effect. If you can’t pay a cost, that’s a deal-breaker, but if you can’t use all the effects, that’s no problem -- do all you can and ignore the rest.
In this case it’s not quite so intuitive because both parts of the card are positive benefits (as opposed to, "Exert X to do Y" or something like that). But the cost/effect rules still apply. |
