There's definitely a lot going on here. In the future, you can post these sorts of decks in the Fellowship block section. The "casual" format of this section of the boards is more for custom rules (for instance, if someone played Fellowship block, but with alternate ring-bearers or something of the like).
All things being equal, this seems like a pretty fun deck, if not a bit inconsistent. With a single copy of Gandalf starting, and one you are possibly exerting (
Trust Me As You Once Did,
Staff Asunder,
Sleep Caradhras, either staff, his own game text), you may be susceptible to cards like
Hate or
Too Great and Terrible. If you intend for Gandalf to be the life of the party, you'll want to ensure he has plenty of protection.
In the Fellowship of the Ring Block, there are ten companions with the Gandalf signet. Five are rare cards:
Frodo, Old Bilbo's Heir,
Gimli, Son of Gloin,
Aragorn, Ranger of the North,
Pippin, Hobbit of Some Intelligence, and
Arwen, Lady Undomiel. One doesn't really add any utility to this deck: Merry, Horticulturist. That leaves the guys you have focused on: Gandalf, Legolas, Sam, and Boromir.
The deck could use another fighter, and for this I'd recommend
Merry, From O'er the Brandywine. With a
Hobbit Sword, Merry is a strength 7, vitality 4 tank in Fellowship of the Ring block. Cards like
Hobbit Stealth and
Hobbit Intuition (the former a necessity to duck out of Balrog fights with Frodo) are good fits as they buff Merry, Sam, and Frodo. Remember that
Trust Me As You Once Did can also boost Merry even though he has a different signet. With the skirmish-dodging that the

events provide as well as the added utility of working with three companions, focusing a bit more on Gandalf supporting the Hobbits might be a stronger strategy than strolling Legolas out there as anything other than a splash companion. Even
Aragorn, King in Exile would be a stronger support than Legolas with the
Bow of the Galadhrim.
With the twilight savings of
Council Courtyard or your Gandalf, you may want to consider dropping
The Nine Walkers. Extra spaces you open up can be used on additional copies of Gandalf, particularly with all of these exert cards.
Barliman Butterbur, Prancing Pony Proprietor is another strong card that can tutor a
Servant of the Secret Fire,
You Cannot Pass!, or
Sleep Caradhras back into hand in a key moment.
As for your Shadow side, 19 of the 35 cards are minions...that ratio might be a little low for Fellowship of the Ring block. As you combat directed wounding decks, you'll come to appreciate the utility of
Isengard Shaman. Wound prevention will allow your minions to stay tough so they can do their damage in the regroup phase. If you have
Isengard Smith, a copy or two can be the difference between a buffed Aragorn slaughtering your minions and your orcs doing an extra wound or two in the skirmish phase.
Isengard Warrior is perhaps the most important

Orc minion--his ability to prevent cards like
Aragorn's Bow,
Legolas, Greenleaf, or
Gondor Bowmen from harming your minions is as important as his regroup action text. Even a single copy can prevent your opponent from using his ring-bearer as a pincushion for regroup phase wounds (particularly if he thinks there are more).
Note that
Saruman's Ambition is a bit redundant in this deck. It's strength bonus text can only help the
Uruk Messenger, and the only

events that cost more than

are Abandoning Reason to Madness (

). These card slots would best be used on other minions.
Wizard Storm is a great addition to an

Orc deck, particularly since the deck is one of the worst at preventing a double move from the Fellowship. For strategy's sake, I would use early copies of
Abandoning Reason for Madness and regroup phase reconciling to discard
Wizard Storm and
Saruman's Snows, hoping to replay them with
A Fell Voice On the Air at key moments.
A fun card to keep in mind is
One of You Must Do This. A great way to get additional exertions before the skirmish phase, and in a theater with mixed-race Fellowships (like yours), it can do a lot of damage.
