Mental block: with FOTR sites like Rivendell Waterfall, Bree Gate, do you have to start your fellowship phase at those sites in order for the move limit to be +1, or does it work when moving to/through them? I presume that's the case, since the action isn't a fellowship action, but it seems too good...maybe just intended for fellowship block, my bro & I are doing that illegal movie block site mixing thing again...sorry

If you have been at that site during your turn and met the requirements then it applies for the rest of the turn.
