My deck used more than just the witch king, but, he was the star player.  Slightly modified, it would look like this:

Witch-king 8R84 x4
pale blade x4 (pick "witch" ever fancies you.) preferrably the original (1R221)
witch-kings fell beast x4 (that's double fierce!) 12U184
Ring of Terror
Ring of Ire
Ring of Asperity
Ring of Rancor
all blades perish x4
Not easily destroyed x3 (you could use the twilight one and use the twilight witch king instead.)
unending life x3
there came a cry x4

Something like this may maximize your witch-king occurances.  As far as the rings go, use any combination you want.  I just entered all the ones I could remember so you didn't have to go searching for them.

How about Saruman, SoS (a follower, not a minion), maybe with Men Will Fall for the overwhelm? The twilight shouldn't be prohibitive if you're only playing 1 minion.

Also, while it's probably more trouble then it's worth, you could use Throne of Isengard so that if the Witch-king is killed while bearing Saruman, he becomes fierce when you play Saruman back.

still working on it, thinking of maybe adding lemenya ET for threat production but then its not WK only.

I'd suggest going hardcore corruption with serious healing/wound prevention and a Lingering Shadow + Dark Fell About Him + Gates of the Dead City combo; a 4-vitality companion can transform 3 wounds into 6 burdens and 6-24 exertions. Throw in a few copies of Blade Tip to help those exerted companions die. Also use the damage bonus from Dark Whispers to trigger Drawn to Its Power. The Pale Blade, SoF could also help. Make sure to use all that extra twilight you get from only ever playing one minion. Of course, massive condition discard (like [Gandalf]) or burden removal will destroy you, but that goes without saying (one of the perils of playing an unusual deck like this).

Cut Surrounded by Wraiths. Once they see you're only playing one minion, anyone but choke decks (who play few companions) won't hesitate to add the extra twilight.

You should add A Shadow Rises x4. You could also put 1 copy of The Number Must be Few vs Ents because they won't care much about 1 minion.

If you used The witch-king, Lord of the Nazgul with this, and put surrounded by wraiths back in (for the extra twilight), along with forest sites, and Dark Approach. You could use His Terrible Servants to avoid direct wounding. Most wounding decks also exert companions (Aragorn's bow ELoI, and Greenleaf). so lingering shadow makes them pay if they want to re-use their stuff.
