Only note I'll make on the former, improved batch is that I think
Boromir's Cloak (V) should have a resistance +1 bonus. Gives it a little more oomph.

Still not a fan of turning all these possessions into events, but I think that's a losing battle. Balanced enough.
Athelas (V)

Spot a ranger that is not exhausted to heal a companion or remove a threat.
Each time the fellowship moves, you may add to place this event on top of your draw deck from your discard pile.

Surprised no one has had a beef with the threat removal. Gondor is one of several cultures that adds a lot of threats and, in my opinion, shouldn't have such an easy way of removing them. That being said, I think it IS balanced.
Foes of Mordor (V)
Event • Maneuver
Spot a Man to wound a minion X times, where X is that minion's site number minus the current site number. Then you may exert that Man to wound that minion.

Yeah, I'm with lem0n here. Just too frickin' complicated. As an event, I think it would be okay to simply do something like:
"Spot a
Man to exert a minion (or wound that minion if it is roaming)."
Gondor's Vengeance (V)

Spot 3 Men to exert a minion (or wound a minion with a damage bonus).

Hmmm, kinda makes the one I posted above kinda OP, don't it?
Regardless, I think this is drastically underpowered. I think spotting just 2 would be fine...for all of them.
