Never been a fan of
Noble Leaders. I'll look at the shadow though.
Whispers, IMO, is best run typical
archery style. Drop a bunch of Whispers on Saruman and let him sit and blast your opponent to pieces with exertions per turn. As is, a NG/[Men] hybrid is somewhat...tricky. Whispers really isn't suited for a 3 culture deck, at all. Drop Pursuiing Horde and
Led Astray, run more 1 each
Countless Companies and
Pavise for a evil combo with
Mumak Commander, using the Mouth of course to nab 'em. I'd also cut
Not This Time and simply run
Captured By The Ring,
Fat One Wants It and
Threatening Guide as a threat engine. Don't run the wounding thing. Also, drop your redundant Gollums, just 4
Captured By The Ring is good. with the extra deckspace, you can now pack
Archer of Harad, which rocks massively against
the Ring of Rings, your number 1 problem with archery. I'd pack 1 Shelob, not 2, and just to cover bases.
That's all I can think of now. That should also help slim the deck down quite a bit.
