'At the start of...'

My question concerns the timing of 'At the start of...' triggers and whether or not there is a point of no return where these effects may no longer trigger.

Scenario:  Sunland Skirmisher is the only minion in play with Pallando Deceived in the support area.  At the start of the maneuver phase Sunland Skirmisher's ability is played on an appropriately stacked Saruman.  May Pallando Deceived's ability be played now even though there was no Saruman in play at the start of the phase?

Actions are always played one at a time, even "at the start of..." actions, so as you used Sunland Skirmisher to pull Saruman, you can now exert him to use Pallando Deceived
