2x Wolves of Isengard (5R69)
4x Wolf-voices (5C68)
3x *Foul Horde (5R50)
2x *Saruman, Master of Foul Folk (5R56)
2x *Sharku, Warg-captain (5R58)
2x Isengard Rider (5C53)
4x Isengard Scout Troop (5U55)
3x Warg-master (5C66)
2x *Sharku's Warg (5R59)
4x Isengard Scimitar (5U54)
3x Warg (5C65)
4x War-warg (5U64)

Something I tried, probably it can be better, but it was my first built. I like it though.

I would probably take it to "Towers" standard and use Isengard Axe, Servants to Saruman and Tower of Orthanc.

That rocks.
I'd like to forcely fit in 2 x Saruman's staff in there no matter what. Maybe 1 instead of 1 War-warg and the other instead of 1 Isengard Scimitar... but that's just a suggestion.
I know he cannot bring his staff from discard but anyway kicks in if the old chump brings all the scimitars and wargs and then goes for a piece of the action!
My opinions may have changed, but not the fact that i'm right...

A pair of Staffs for a pair of Saruman would be too much, I'd be inclined to play, at most, 1 Staff only, however, since even Saruman might clog up your hand for quite sometime, I think the staff becomes a liability more than an asset.

Yes it can clog up, but the pair of cards really aren't that hard to play.
mainly because and this set there are usually enough twilight and at site 5 and 9 of TT you bring Saruman, hence just needing the staff at hand.

IMO a must is Banner of Isengard. I balance it like: 3x Banner of Isengard and 2x Isengard Scimitar.

Still I believe the scimitar to have a slight advantage compared to the Banner, namely paying for the much costing Wargs.

It's true that it is handy. But I'd look at it this way: If I control 2 sites, I'd much rather than 4 exertions than add [2]. But I have both in there so either can be used depending on what is needed.

But most of the times you need Wargs to win skirmishes. But I totally agree that the lack of at least 2 copies of the Banner in my deck isn't a good thing, haha

I only have one schimitar, than I'm running 2 banners I believe.  I'm still trading for another foul horde, as I think those are really the bread and butter of the warg strategy in my area.
