"Southron. Regroup: Remove (9) and spot antother Southron to make the move limit -1 for this turn (to a minimum of 1 )."

I understand that FP is required to move at least once each turn, so we don't want the move limit to go to 0 in, say, the fellowship phase, but I don't understand the need for the minimum of 1 for a regroup action.  Am I missing something, or was Decipher just being over-zealous?

i don't think you are missing anything. they just didn't want the fellowship to move and then have the move limit drop to 0. people would start getting confused... and there would be pandemonium.

It was planning for further design as well. It's better to print some useless limits than to have to issue erratas later - you never know what crazy card you may have a few sets later which suddenly lets you do some things out of phase :)

It can be used to reduce the move limit increases that come from cards like Radagast, The Brown, Theoden, The Renowned, and Riding Like the Wind
