Eomer9191 was wrong to say what he did, but at the same time, it is rude and poor sportsmanship to rush your opponent to play. Let him play at his own pace, that's what the clock is there for. If you win because you rushed your opponent into making a mistake, that's a tainted victory IMO.

It's also a bit rude asking someone to speak English. There are a lot of non-english-speakers on gemp, and gemp was itself invented in a country for which english is not the first language.

Playing league game.  Entire game fine, last skirmish on site 9, all he has to do is click "Pass" and the game is done and I win and he goes AWOL.

he then leaves the game and and joins up a new game and when I confront him he tells me he wont do it because im "uncorrect player"(whatever that means) so I then proceed to chill in the lobby tabbing between sites and I notice he tried to sneak a win against me by doing an action then leaving again. I proceed to play after a while when noticing it and he does another action before going afk again(feels like he's trying to catch me afk for a win, but cant be sure, might just be because he joined a second game and is playing in two games..) until he finally timed-out.

It is also rude to speak a language your opponent does not understand, especially when they are directing their comments at you. Now if you are addressing your comments to a 3rd party (which could also be considered rude under certain circumstances) then sure, speak a different language, but in a chat based setting it is considered polite to speak a language all parties understand. However, this is not a civility thread and mods may delete this post if they feel it is unneeded here.
