negative companion cost?

I have a question about companion cost. I will give as example playing the card Merry From O'er the Brandywine at Westfarthing, a site one for FoTR. If I were to exert Frodo twice, could I take one from the twilight pool when I play Merry? Essentially, is it possible to get negative cost on a companion?        ~HalbaradDunadan

And once you exert for Westfarthing, the companion gets played immediately. One exert = one companion played at -1. If you exert a second time, then you'll have to play a second companion at -1.
All cards do what they say, no more, no less.
