Savagery to Match Their Numbers (1R139)

Hi team,
My brothers and I played LOTR TCG today (Christmas family get together) and got into a small argument on
Savagery to Match Their Numbers
(
1R139
).
My brother in law thought this card only makes the uruk-hai strength +4 for that one skirmish, but makes the uruk-hai fierce until the regroup phase. I read it as doing both the +4 strength and making him fierce until regroup., meaning he is also +4 strength in his fierce skirmish. His argument is that "until regroup" is only explaining the effectiveness of being fierce and not both fierce and +4 strength, and used
Lurtz, Servant of Isengard
(
1R127
) as an example of this same language used only for 'fierce'.
Can you confirm either way?

Dunlending Madman
or
Dunlending Robber
are the best examples. By his logic, they would never get the strength +2 bonus because it wouldn't last until the next skirmish.
You can also show him
Beaten Back
for a card which obviously shows a difference between the strength bonus and the keyword bonus. If two effects are separated by a period or comma, then they might last for a different amount of time. "And" means do both.
