Basically the assassin leaves clues to a username on this site. We (the cops) have to protect that person before the time is up (he usually gives us a certain amount of days, in his post). On top of that, he should be leaving clues to his identity as well, so we can arrest him. It's strange that I arrested ES and neither him nor incognito have posted if I'm right or not.
