1) 4 - I love how it accurately represents Gandalf protecting all things! Defender is a nice touch as well.
2) 7 - Again ties in nicely with the lore, though it would have to be a bit cheaper for me to use it in a deck, I think.
3) 6 - I love cross-culture and all support for knights, so this one immediately got my approval (though his recursion ability doesn't quite make sense the way it's currently written; I'm assuming there's an error somewhere and the last "X" is either supposed to be a particular number or it works on events of twilight "X or less").

There are fun cards, here! The number of Gandalfs is beginning to hurt my eye, though... @-/

A bit vanilla and he gets too big IMO. 13 strength most of the time since everybody would run this on an all gondor deck. He's almost as big as Elendil, Gil-Galad and Durin III with their gear, and for only 4 twilight. Besides, he has all the condition discarding and burden removal. Too overpowered IMO.

Bad wording, mate. First sentence should be "Gandalf may be spotted as a [Gondor] companion.". The burden removal is a bit crazy too with all the healing gondor usually packs. It's a defender +1 knight companion with solid burden removal. Overpowered too IMO.

Personally don't like event canceling. Just doesn't match the LOTR TCG gameplay as a whole, it's very unusual.

Don't like the way you add tokens to it. If you have to exert, turns out that doesn't really matter if it's once per turn, or each time he wins... you'll be limited to 3 tokens until you heal him, period. This just makes it more complicated and cluttered IMO. You could just have chosen one way to add tokens. The benefits are interesting, but 8 tokens would most likely be there only by site 7 (that is if he doesn't take any wounds) and could be too late, not mentioning Gandalf would be an easy target, exhausted most of the time. Then if you pack stuff to reinforce tokens, you could lose card efficiency and packing the usual burden removal / condition discarding would be easier.
