if you wound someone to death in a skirmish, with say WoBaS does that count the same as winning the skirmish?

Yes, if one side of the skirmish is removed before the end of the fight, then the other side wins by default. This means for example bouncing hobbits means the shadow wins the fight.
Ban shampoo, demand real poo.

Wait, Shadow wins? Don't you mean Fellowship if the minion is wounded to death?

Also, I think it would depend on whether the minion being wounded was actually skirmishing or not. You could quite feasibly return Pippin to hand to wound a roaming minion during a different minion's skirmish phase.

Sorry Kralik maybe i chose a bad example cos pippin wobas is a bouncy hobbit really. It was unrelated. If boromir is fighting and pippin wounds his minion boromir wins. But im saying another example is if merry my bouncy hobbit is fighting a minion but discard himself the minion wins.
