Yeah, but Black Rider has Black Rider and other great Nazgul cards, so I would say it depends on your deckbuilding objectives.

Um Honestly it depends on if your going to use or sell the cards. But Mostly on your fave Cultures. I've bought a Black Rider and my ither friend got a bloodlines, we compared and both said Bloodlines is better. (Maybe that's becouse he got Pallando A1 Masterworks Foil._ [-X \:D/

But Shadows has Elevated Fire, Precicious Targeting, Goblin Hordes. So it depends on what you want to play.
If I had nothing at all from either, I would just buy 3 of each, cause they are cheap.

He migth be new to this, or not aware of the rareness of these sets. So I guess it was a serious question. But sadly it is true, it is not to be found, almost nowhere.

Look at Esgaroth Marketplace. Most people have also commons and uncommons. Which Elves / Uruks do you need?

Except obvious Greenleaf? Son of Thranduil is good when you control the sitepath, Legolas OTWR fits in the classic Elven Hunters archery deck.

Personally I like Of the Grey Company.
I think you should be able to find most of those cards fairly easily exept for Lurtz Now Perfected, Dinendal Mirkwood archer and Uglug Ugly Fellow. Sorry but I do not have any of the cards and especially not up for trade ;D
Beregond,  for the people who don't know, is from the book.
He resides in Minas Tirith, and chills with Pippin.
