Since Toldea states that when he wins a skirmish you may play the fellowships next site. In the hypothetical situation where the are three sites on the table, your opponent is site two and you are at site three, if Toldea is wins his skirmish at site two, does this allow you to play a site three to replace the existing one? Furthermore, if he wins his fierce skirmish, does that mean you replace the site 3 again or does it allow you to play site four since three is already in play? I guess I am ultimately trying to determine if playing the fellowship's next site takes existing sites ahead of the one at which the actions are taking place into account.

1. Yes. Earlier cards had "replacing an opponents site if necessary," which apparently was dropped after fellowship.
2. No, the next site is always... well, the next site, even if there is already a site there.

So does replacing a site allow for the return of the replaced site to its owner? I read somewhere that someone was Neekerbreekers' Bog cycling; how is that possible if sites do not return to your hand?

The replaced site goes to its owner's Adventure Deck.
