Steps Of Edoras question

The Steps of Edoras card makes all Gondor companions defender +1 until end of turn. But what I don't understand is, how is this useful if nobody fights at site 1 anyways?

The defender +1 would still be in effect when you move to site 2 and also if you choose to double move to site 3.

Although, technically, you could fight at Site 1K with A Dark Shape Sprang. Of course, there'd be no assignment phase, so defender +1 would only help with cards like Swordarm of the White Tower.

In fact, now that I think about it, playing Swordarm of the White Tower in an A Dark Shape Sprang skirmish seems to be the only time it matters if you're defender +1 at any Site 1.

Or if you have Aragorn, Heir of Elendil.

Or I guess defender modifiers like Anduril, King's Blade.
