Need a Clarification

Can I play Voice of Nimrodel at a non-river or non-forest site to no effect? The site type seems to be a requirement for the effect but not the cost.

The site type is part of the cost (it's before the "to").  So no, you cannot play VoN for no effect if you cannot exert an elf at a forest or river.
