If I play Saruman, Instigator Of Insurrection and make him fierce with Throne of Isengard, is there a fierce assignment phase?

Even then, Saruman can't be assigned to a fierce skirmish, since it still counts as a skirmish.

It doesn't look like the assignment phase checks first if any characters can actually be assigned, and a fierce assignment phase happens as long as there is a fierce minion, so I think there would still be one.

Yeah, it says:
"At the end of each assignment phase, if bearer is not assigned to a skirmish and a companion who does not bear a condition is, add a burden."

If Saruman's the only fierce minion, then no companion who does not bear a condition can be assigned to a skirmish, so the second requirement of Sense of Obligation is not met.

I think he was referring to how Sense of Obligation triggers during fierce skirmish. Thus, the term skirmish includes fierce skirmishes, and Instigator of Insurrection can never be assigned.
