What happens at Doors of Durin if your fellowship is composed of 2 Men and 2 Elves?

Okay, I am trying to argue a similar thing in another ccg. Can you guys confirm that I am right?

Grapes of Wrath
If opponent does not have the most redeemed souls you may make another rescue attempt.

The leaders of that game ruled that if it is a tie on lost soul count than I can attack again. I argue that since (if they are tied at two) that 2 is the most redeemed souls rescued in the game, therefore, you cannot make another rescue attempt. Is this right reasoning? Or can this shift from CCG to CCG? I don't think so , it seems pretty constant, and it makes sense in my mind that if in a tie each person has the most. Sorry for the cross reference of another ccg. Also what else can I say? Thanks.

A cat has four legs.
A dog has four legs.
A cat is a dog.

Just because something is a rule in one game doesn't mean they are the same things.
