I have made a DC and I'd like to check if what if the wording is right to do what I want to achieve. Here it is:

This site will make Tentacles playable in FOTR Block. Basically, you play a tentacle and then shuffle another one from your discard pile into your draw deck and play it back until all tentacles have been played.

7 Gladden Fields [6]
Marsh.
Each time a character is played at Gladden Fields, its owner may shuffle a card of that character's culture from his discard pile into his draw deck.

Basically, what I want to know is:

What happens first, the 'Each time' actions or the 'When you play' actions? If the 'When you play' actions happen first, could you suggest me another wording that would make this DC work the way I want?

If I'm right, "When you play..." triggers only once (when you've met all costs and have played the card), while "Each time you play..." can feasibly trigger more than once (each and every time you meet the costs and play one of the appropriate cards).

So, if you were to word your card as "When you play Gladden Fields, you may play a character to etc.", you'd only have the opportunity to use Gladden Fields' text once during the whole game. However, if your were to word it as "Each time you play a character to Gladden Fields, you may etc.", you could use it more than once, if you'd the characters available to play.

Also, do you intend any player to be able to use this site's text, or only the player who played it?

I think this site is really too strong... especially if you can shuffle any card back!

That wasn't my question. Perhaps I didn't make it clear enough:

In what order do things happen:

OPTION 1
Play Foul Tentacle at Gladden Fields.
Then, shuffle a card of that character's culture from his discard pile into his draw deck.
Then play another Tentacle from my draw deck.

OPTION 2
Play Foul Tentacle at Gladden Fields.
Play another Tentacle from my draw deck.
Shuffle a card of that character's culture from his discard pile into his draw deck.

Shadow: Play a character at Gladden Fields to shuffle a card of that character's race from your discard pile into your draw deck.

(I like race more, seems more fitting for tentacles).

Then you could use the example of: Play Ulaire Cantea, Faster Than Winds at Buckland Homestead to see which one happens first..

I'd like to word it without any Shadow: as no previous FOTR site 7 uses phase actions.

or what about this:

"To play a minion from your draw deck or hand, you must shuffle a minion of that character's race from your discard pile into your draw deck."

this makes the card a bit more balanced, not beeing able to play any minion if there aren't any in your discard pile.

Even better would be to use the specific race 'creature'.

Since the actions are both optional in the situation you gave ("...you may play a tentacle...", "...its owner may shuffle a card..."), the Shadow player gets to choose which to perform first, following the action procedure.
