Merry's Sword

Merry's sword says to exert a minion once for every Rohan companion you can spot.  Does this allow someone who can spot 5 Rohan companions to exert two different minions a total of 5 times?

5 companions would mean you can place up to 5 total exertions on minions.

You could exert one minion 5 times, 2 minions twice and 1 minion once, etc etc
