I don't think you need the "While Bilbo is the Ring-bearer..." clause—just have his text as the ability given it will be most useful as the RB anyway. Also, you should remove the
Ring-bearer keyword as that means he would
have to be the Ring-bearer. Instead, he should have Ringed resistance. (cf. the difference between all Movie Block Frodos (save
Frenzied Fighter) and the ARBs).
I also worry that the ability is too narrow. Can we not have something that counts

companions and/or allies/followers? Might look similar to Galadriel, but if you're counting allies/followers instead of companions then I think it would be fine.

I think the wording should be clearer: "If bearer is a Ring-bound Hobbit, each time he or she wins a skirmish, you may play a tale condition from your discard pile." This sounds cleaner and also makes it crystal clear that you can't play events with the ability (though I think you technically would be able to play tale skirmish events with your ability as written, in which case you should specify that and no others).

In this case, rather than making him a party-guest (I'm not convinced by the keyword yet), I would give this Gandalf something simple like "Bilbo is resistance +1." And again, you need to specify that you can't play non-fellowship events, because this is not something that is immediately obvious to players, and so I would also reduce its applicability to conditions (and possessions? are there tale possessions?

condition discard, though if I remember correctly they do get condition bounce on a
Mount Doom card. Maybe you could change it to bounce? "Each time the Shadow player assigns a minion to a skirmish, you may return a Shadow condition to its owner's hand."
For the Card pictures, which i sadly may not post, imagine, bilbo on the barrel, Everard working in his lawn, Gandalf with a strange gaze when frodo speaks his sentence which is in the lore. and Monti Boffin is the on of the childs listening to the Three trolls story.
I'm actually not sure this is the case anymore! Didn't Kralik move the site off-shore so that we could post images?
Good cards! I like. Always approving of tales. What I'm least sure about is the party-guest keyword.
