Hi guys,

if an enduring Nazgul from set 10 (..., thrall of the one) is not skirmishing (not in his skirmish at the moment, but maybe assigned or not assigned anymore) - may I exert him to use the condition A shadow fell over them?

As far as I understand those Nazgul, I may not exert them during their skirmish (skirmishing at the moment).

Please let me know what you think, thanks!

Exactly, as its a shadow card it cannot exert a TOTO nazgul.

Confirmed. A Shadow Fell Over Them cannot be used on the TOTO Nazgul that say they can't be exerted by Shadow cards.
All cards do what they say, no more, no less.
