why does sarumans staff fallen ishtars staff say bearer must be a wizard if he is the only wizard besides gandalf and radagast? just wondering.

You could play the Staff on your opponent's Gandalf and then discard it when he's exhausted, killing him (not the best idea ever, but still). Or even play it on your opponent's Gandalf, and then return a fellow Shadow player's Saruman to your hand. (But note that the rules prevent you from playing it on another Shadow player's Saruman.)
