Southron Archer Legion

On cards like Southron Archer Legion, if you remove  [3] to make the minion archery total say +2 could you remove  [9] to make it +6 or would it be a total limit of +4.

Limits are per card, not per use. Therefore, the maximum would be +4. But, if you had 2 Southron Archer Legion, then you could remove up to [1][2] to add +8.

Limits apply to a card for an entire phase (not per use of its ability), so a single Southron Archer Legion can add at most 4 to the total using its ability during an archery phase. And something like Great Siege-towers for example can be used for +2 in each skirmish phase.
